Jessica M. NunezDr. Núñez de Ybarra works at the State of California Department of Public Health (CDPH) in the Center for Chronic Disease Prevention and Health Promotion in its Chronic Disease Control Branch as a Public Health Medical Officer III coordinating California Wellness Plan Implementation efforts.  Jessica currently serves as President of the Sacramento Latino Medical Association.  She is past President of the California Academy of Preventive Medicine.

She previously served as a Public Health Medical Officer III in the CDPH Center for Infectious Diseases coordinating public health training and emergency response.  She is the former Deputy Public Health Officer in Kern County Department of Public Health and worked as Director of its Office of Public Health Preparedness.  She is also presently a volunteer Assistant Clinical Professor at the University of California Davis (UCD) School of Medicine Department of Public Health Sciences.  She has served as a lecturer in UCD Chicano/a Studies Program.  Dr. Núñez de Ybarra was selected as a Sigma Xi Distinguished Lecturer, 2009-2010.

Dr. Núñez de Ybarra has her Medical Doctorate from UCD and received her degree of Master in Public Health in Health Services Administration from the University of California, Los Angeles.  She is Board Certified in Public Health and General Preventive Medicine.  She lives in Sacramento, California with her husband Steven J. Ybarra, JD and their son Thomas Arturo Ybarra.

Glennah Trochet, M.D., FAAFP
Treasurer and Policy Chair

Glennah-TrochetDr. Glennah Trochet was born and raised in Colombia, South America. She came to the US for her college education at Westminster College in New Wilmington, PA. After graduating from the University of  Pennsylvania School of Medicine in 1976, she completed her residency in Family Medicine at Baylor College of Medicine in Houston, Texas in 1979. Following a two-year term as a commissioned corps officer for the Indian Health Service in Zuni, New Mexico, where she worked with the Zuni and Navajo nations, she came to Sacramento CA with her husband and was in private practice for 8 years. During that time her two daughters were born.

She joined Sacramento County in 1989 as the physician assigned to Mercy Clinic/Loaves&Fishes, a walk-in clinic for the homeless. In 1993 she became the medical director of the Sacramento County Clinics,  a network of 9 clinics that provided primary care services for medically indigent adults as well as public health services such as immunizations, well child visits, family planning and TB and STD control services for the entire community. In 1999 she was named County Health Officer and held that position until her retirement from the county in September 2011. After a brief stint at MMC for Children and Families, she worked as Primary Care Physician at the Winters Healthcare Foundation in Winters, CA. in 2012. During her career in Sacramento Dr. Trochet has served on the boards of several community organizations including the Center for Healthcare Decisions, the Center for AIDS Research Education and Services (CARES) and BloodSource. She has also been on the Board of the Sierra Sacramento Valley Medical Society, the California Conference of Local Health Officers and the Health Officers Association of California. Currently Dr. Trochet continues to be on the Board of Directors of the Health Officers Association of California, the Center for Healthcare Decisions, Loaves& Fishes,  and The CARES Foundation. She is also on the Community Advisory Board for the Sacramento Service Area of Dignity Health and on the Board of SaLMA. She also volunteers for WALKSacramento. Dr. Trochet has received several awards during her career, including the Heroes in Healthcare award in 1997, the Golden Hook Award from WEAVE in 2004, the Natalie Smith Immunization Champion Award in 2006,  and the Sacramento Business Journal “Women Who Mean Business” in 2009.  Upon her retirement in 2011 Dr. Trochet received recognition from several governmental and community entities, including the Sacramento County Board of Supervisors, the California State Senate,  Sacramento City Council, the FBI, the Sierra Sacramento Valley Medical Society, Bloodsource, the Sacramento County Tobacco Control Coalition, Domestic Violence Coordinating Council and Northern California Partnership for Influenza Prevention.

 

Erik Fernandez y Garcia, M. D., M.P.H.
At-Large Member

Erik Fernandez y Garcia, M.D., M.P.H. was elected to the SaLMA Board of Directors as an At-Large board member in 2010. He is currently an Assistant Professor of Clinical Pediatrics at the University of California Davis School of Medicine. He is aboard certified pediatrician and has been a practicing since 2003.

Dr. Fernandez y Garcia is the son of immigrant parents from El Salvador and was born and raised in Sacramento, California. He received his undergraduate education from Saint Mary’s College in Moraga, California and both his medical education and health services education at the University of California Los Angeles. He went on to receive his clinical training in pediatrics at Children’s Hospital and Research Center Oakland.

After residency training, Dr. Fernandez y Garcia completed a health services fellowship in the Office of Multicultural Health at Children’s Hospital and Research Center Oakland while working clinically for two years at La Clinica de La Raza (a federally qualified health center). Dr. Fernandez y Garcia returned to Sacramento in 2005 to work at UC Davis and subsequently completed a research fellowship at the UC Davis Center for Center for Health Care Policy and Research. He is currently engaged primarily in health services research while maintaining steady effort in clinical pediatric care and medical education (focusing on Cultural Humility).

As a Latino clinical pediatrician and health services researcher who is native to Sacramento and has lived his entire social and professional life in California, Dr. Fernandez y Garcia feels that he is situated to provide a unique and important perspective to SaLMA’s mission, vision, and strategic goals.

 

José Alberto Arévalo, M.D., FAAFP,
Immediate Past President


Dr Arévalo is a board-certified family physician with a long and prominent reputation as a teacher, researcher and administrator. A graduate of Stanford Medical School, he completed his residency and clinical research fellowship in family medicine at University of California San Francisco. Dr. Arévalo has practiced medicine in numerous settings, including several community clinics and a multi-specialty medical group. He has also served on the faculty of the UC Davis Medical School for the last 20 years.
As a full-time faculty member at UCD his research focused on reproductive health, gestational diabetes, and Type 2 diabetes. His work led to numerous publications, the most notable, a 1988 Journal of the American Medical Association paper that helped revise national policy in screening for Hepatitis B in Pregnancy. He was also the director of the Department’s Medical Student Education Program and was named the recipient of the 1994 U.C. Davis Kaiser Award for Excellence in Teaching. He was the first winner of the California Latino Medical Association Lifetime Achievement Award for Outstanding Contributions to Latino Health Issues in 1992. While at Davis he was also Instructor-of-Record and primary physician consultant for Clinica Tepati, a student-run primary care free clinic serving underserved patients in Sacramento’s Alkali Flats, a role he proudly held for 16 years.
Dr Arévalo has also been a consultant to the Department of Corporations and the lead physician for the Perinatal Outreach Unit for Electronic Data Systems, the Medi-Cal fiscal intermediary.

As a member of the statewide Board of the American Diabetes Association California Affiliate, he worked with the Department of Health Service’s Diabetes Control Program as one of the original members of the California Diabetes Steering Committee that created the Diabetes Coalition of California. As the first chair of the Guidelines Committee he led the effort to establish and promulgate Consensus Basic Diabetes Care Guidelines through CCHRI that are now widely accepted across California.

More recently he has been the Northern California medical director for Prudential Health Care, United Health Care, Blue Cross and Turtle Health Plan. Prior to his role at Sutter, Dr Arevalo was the Senior Vice-President for Medical Services for Health Plan of the Redwoods, a 78,000-member non-profit community health plan in Sonoma County.
Dr Arévalo completed the California Healthcare Foundation/UCSF Center for Health Professionals Leadership Program in 2005. He is the Founder and Immediate President/Chair of the Sacramento Latino Medical Association and the Vice-Chairman of the California Medical Foundation’s Network of Ethnic Physicians Organizations.

 

Ramiro Zuniga, M. D., M.B.A., FAAFP
Secretary

Dr. Zúñiga works as a Medical Director for California Health & Wellness, a Managed Care Medi-Cal health plan that is a wholly-owned subsidiary of Centene Corporation. He has responsibilities in Utilization Management, Case Management, Quality Improvement, and other operational areas of the health plan.

Dr. Zúñiga is originally from Cúcuta, Colombia. He received his M.D. degree from the Pontificia Universidad Javeriana, in Bogotá, Colombia. After immigrating to the U.S. he completed a Fellowship in Medical Genetics and Cytogenetics in Milwaukee, WI. He then completed his Family Medicine Residency training at St. Mary of Nazareth Hospital Center in Chicago, IL. Dr. Zúñiga has completed faculty development fellowship training at UC San Francisco and program Director training with the Association of Family Medicine Residency Directors. He holds a M.B.A. degree from UC Davis.

Ramiro worked for the Tehama County Health Center and Skilled Nursing Facility from 1996 until 1999. He then joined the San Joaquin General Hospital Family Medicine Residency program in Stockton and served as Chair of the Department of Family Medicine for several years. He was the FM Residency Program Director from 2008 until 2014. He has received multiple recognition awards for his clinical, teaching, and residency director roles. Dr. Zúñiga is a member of the Beta Gamma Sigma business school academic honor society.

Dr. Zúñiga holds FM faculty appointments at the departments of Family Medicine at UC Davis School of Medicine, Touro University College of Osteopathic Medicine, and St. George’s University School of Medicine. DID YOU KNOW? In California Latinos are underrepresented in the Health Professions
Latinos represent 38% of the population in California.  However, Latino physicians account for only 5% of the physician workforce.  Counties like Sacramento, with high percentages of Latinos, have low numbers of primary care physicians. See FACT SHEET (download)

In California Latinos experience health disparities and health inequities
Poverty, lack of access and cultural competency are a few factors why Latinos continue to show escalating differences in the incidence, prevalence and burden of diseases.  Latinos lack health insurance at higher rates than any other ethnic group, and while the population-to-physician ratio in California is 335:1, the Latino population-to-physician is almost 3000:1.

Mentorship is an integral component of SaLMA mission.  We understand that to advocate for the delivery of high quality and culturally humble healthcare to the Latino community means to support and guide the next generation of Latino physicians.  UC Davis School of Medicine medical students serve as SaLMA student members and are looking for mentors.

Membership

As a member of SaLMA you will become part of a group of healthcare professionals with the common goal of working to understand and address the many healthcare needs of the Latino community in Sacramento.

We encourage all members to attend the quarterly SaLMA Board of Directors meetings, and participate in the discussion of issues and solutions to address Latino healthcare needs with cultural humility.  We also encourage mentorship and advocacy in conjunction with our community, academic, and health care partnerships.

As a member of SaLMA you will have an opportunity to:

• Build your professional network of physicians with a common goal.
• Share your ideas on how to address healthcare disparities that exist for Latinos in the Sacramento region and California.
• Advocate for high-quality health care access and for Sacramento hospitals and clinics to address the needs of the Latino community in a culturally sensitive manner.
• Be a leader and mentor to future Latino physicians and leaders.
